On April 7, the Provincial Foreign-Related Rule of Law Work Conference was held in Hangzhou. The conference summarized work relating to foreign affairs in Zhejiang province, analyzed current situation and outlined key tasks in the next stage, aiming to enable the province to open up wider through the rule of law. Hu Weilie, Member of the Leading Party Member's Group and Deputy Minister of Ministry of Justice, and Wang Chengguo, Member of Standing Committee of CPC Zhejiang Provincial Committee, Secretary of the Politics and Law Committee of the CPC Zhejiang Provincial Committee and Director of the Office of the Commission for Overall Law-based Governance of the CPC Zhejiang Provincial Committee, attended and addressed the conference. Lu Shan, Vice Governor of Zhejiang Province, also attended the conference. Wang Zhongyi, Deputy Director of the Office of the Commission for Overall Law-based Governance of the CPC Zhejiang Provincial Committee, Secretary of Party Committee and Director of Zhejiang Provincial Department of Justice, chaired the conference. Xu Qian, Deputy Director of the Office of the Commission for Overall Law-based Governance of the CPC Hangzhou Municipal Committee, Secretary of the Party Committee and Director of Hangzhou Municipal Bureau of Justice, and Executive Deputy Director of HZAC, Liu Fengquan, Deputy Director and Secretary General of HZAC, and Li Xuanle, Deputy Secretary General of HZAC, were invited to attend the conference.

Wang Chengguo pointed out that all the departments in Zhejiang Province have earnestly studied and implemented Xi Jinping Thought on the Rule of Law in recent years. According to the plan of the Office of the Commission for Overall Law-based Governance of the CPC Central Committee and the Provincial Party Committee, foreign-related rule of law work has been incorporated into the building of Zhejiang under the rule of law, integratedly planned, deployed, and promoted. The foreign-related rule of law work has been preliminarily constructed, with the work pattern preliminarily formed, providing legal safeguard for opening up and developing. A bunch of influential landmark achievements have emerged, which are worth of full recognition. He stressed that it is necessary to deeply understand that doing a good job in foreign-related rule of law work is a requisite for studying and implementing Xi Jinping Thought on the Rule of Law as well as the practical necessity for high-standard opening up. It is a necessity for responding to the people's expectations and a crucial move for improving China's influence on international discourse. It is urgent to accurately locate the directional coordinates, resolutely shoulder the mission and responsibility and make all efforts to ensure the fulfillment and completion of foreign-related rule of law work. Wang stressed the importance of speeding up the construction of foreign-related laws and regulations, implementation and service system, diversified resolution system of foreign-related commercial dispute, and foreign-related legal talents cultivation system, improving quality and efficiency of rule of law work in Zhejiang Province by the leading advantages of the building of Zhejiang under the rule of law, and speeding up the formation of foreign-related rule of law work system compatible with high-energy level open and powerful province, to make the rule of law become the core competitiveness of high-quality development and advance Chinese path to modernization. Wang also called for efforts to improve promotion mechanism, strengthen digital empowerment, deepen theoretical research and put more efforts on work summary and propaganda, concerting all forces and building a well-coordinated work system in foreign-related rule of law.

Hu Weilie gave recognition to the positive progress made in the construction of foreign-related rule of law in Zhejiang in recent years. He hoped that Zhejiang, now standing at the new historic starting point, should thoroughly study and implement Xi Jinping Thought on the Rule of Law, conscientiously implement the requirements and work plan on foreign-related rule of law of the CPC Central Committee, adhere to and reinforce party leadership to ensure political correctness of work. Hu called for efforts to implement China's major strategies and build first-class international business environment, to establish a sound system for the protection of rights and interests and provide legal safeguard for enterprises and citizens in going global and making steady progress, to set the pace and build the highland of foreign-related legal talents cultivation. 

Significant achievements that can be replicated and promoted shall be made in foreign-related rule of law work, with new and greater contributions to the rule of law in China being made.

At the conference, HZAC officially hung out the shingle of Hangzhou Court of International Arbitration, aiming at basing on the strategic advantages of Zhejiang Province in new business formats such as cross-border e-commerce, service trade, and international shipping, focusing on differentiated target positioning, expanding new service areas covering enterprises within Zhejiang Province, and providing foreign-related arbitration services with provincial characteristics, to establish the Zhejiang arbitration brand.

Officials from International Cooperation Bureau and Public Legal Service Administration of Ministry of Justice, members of provincial coordination team for foreign-related rule of law, heads of provincial departments, directors of the Office of the Commission for Overall Law-based Governance of the CPC Municipal Committee, deputy mayors, heads of relevant departments of all the cities divided into districts, representatives of foreign-related lawyers, heads of international commercial mediation organization, representatives of arbitrators and representatives from universities attended the conference.
